The preparation of the national "13th Five-Year Plan" was officially launched

According to a report by the Voice of Economy, with the approval of the State Council, the National Development and Reform Commission held a teleconference on the afternoon of the 17th, officially launching the national "13th Five-Year" plan. Xu Shaoshi, director of the National Development and Reform Commission, said that the 13th Five-Year Plan has three strategic goals and tasks, and the planning work will also be divided into three stages.

　　 The start and end time of the 13th Five-Year Plan is from 2016 to 2020. On the 17th, Xu Shaoshi, director of the National Development and Reform Commission, stated that the world economic growth pattern, international industrial division of labor, global investment and trade rules, and geopolitical environment are all undergoing profound changes. The 13th Five-Year Plan is facing new situations, new tasks, and new requirements. Ensure the completion of the three major strategic goals and tasks.

　　Xu Shaoshi: First, to ensure the successful realization of the grand goal of building a well-off society in all respects is a development goal that must be achieved at the end of the 13th Five-Year Plan. The second is to ensure that the comprehensive deepening of reform achieves decisive results in important areas and key links. The third is to ensure that practical progress is made in the transformation of economic development. The 13th Five-Year Plan must come up with really effective hard measures to ensure tangible results.

　　 In order to complete the goals and tasks, Xu Shaoshi introduced that the preparation of the 13th Five-Year Plan will also be divided into three stages.

　　Xu Shaoshi: In the first phase, from now to the end of this year, it will mainly carry out preliminary research on major issues and form the basic ideas for the 13th Five-Year Plan, and strive to submit it to the State Council early next year. In the second stage, from the beginning of next year until the central 13th Five-Year Plan’s recommendations are issued, major thematic studies on the framework of the 13th Five-Year Plan will be carried out and the framework of the outline will be drafted. In the third stage, after the Central Committee’s proposal is passed, in accordance with the spirit of the Central Committee’s proposal, the draft of the 13th Five-Year Plan will be studied and drafted, and the Party Central Committee will report to the National People’s Congress for deliberation.
